Changes made during Open Enrollment become effective January 1, 2019.

Benefits changes made during September or later will need to be re-entered using this system for the changes to remain in effect for 2019.
Using the Online Enrollment System
If you are adding a spouse/domestic partner - you must change your marital/domestic partner status in the Employee or Retiree Data tab prior to adding them.
If adding a dependent - you can upload the required documentation using the Online Enrollment System or submit the documentation to your department Open Enrollment Coordinator no later than Friday, December 7, 2018.
Medical Tab – from this tab you can add or drop dependents, switch medical plans, or waive coverage. HMO participants must verify their PCP is reflected on this tab. If your PCP is not reflected on this tab, you must select a new BCBS in-network doctor and enter the 10-digit NPI number (not PCP #) on this tab. Instructions to search for a PCP are provided on this tab or you can call BCBS at 888-907-7880, Monday – Friday 8 am – 6 pm. Spanish-speaking representatives are available.

Tobacco Certification/Save Tab - from this tab you will be able to update your and your spouse’s tobacco user status, finalize your open enrollment changes, and print a copy of your 2019 Online Verification for your records.
You will receive a Benefits Confirmation Statement by email or mailed to your home address within two business days after completing the online enrollment process. Review the statement for accuracy.
2019 Tobacco Premium - applies only if you and your spouse are enrolled in a City medical plan and are tobacco users.
Non-Tobacco Users: If you indicated you and your spouse/domestic partner were non-tobacco users during Open Enrollment last fall 2017 or during New Employee Orientation in 2018, no action is needed. You will not pay the Tobacco Premium in 2019.
Tobacco Users: If either you or your spouse/domestic partner completed Tobacco Cessation 101 between July 1, 2017 and June 30, 2018 and successfully quit, you must participate in Open Enrollment to indicate non-tobacco status to avoid paying a Tobacco Premium beginning January 2019.
To avoid the Tobacco Premium, you and/or your spouse/domestic partner must complete the two-part Tobacco Cessation 101 class by December 20, 2018. No refunds will be issued.
Tobacco Cessation 101: For a list of classes, go to austintexas.gov/benefits. Employees can register for classes on TRAIN. Retirees and spouses of employees and retirees do not need to register.
If you and your covered spouse/domestic partner are both tobacco users, your tobacco premium will be $25 per pay period ($50 per month for retirees).
Tobacco Status: The City encourages you to verify your Tobacco Status online during Open Enrollment, October 15 through November 18, 2018.
